I guess you have a point in that a game can be functional, and yet abysmal, but in a case like that, it would have to have super-mediocre level/character design, and a high degree of blandness.

My experience hasn't been anything like that, and while someone could call it too easy, or disappointing compared to the earlier titles in the series, or not living up to the hype, there's nothing incompetent about the game.
